To trade the property for the third party, you need the license issue by the Japanese government. However there are a number of un-licensed brokers (including companies which are owned by foreign nationals) in the industry. You have to deal only with licensed brokers and licensed realtors otherwise you are not protected by the Real Estate Brokerage Act. (as the brokers/realtors are governed by this law)
